In ‘The Enterprise Incident’ Kirk and Spock, working under secret Federation orders, enter Romulan space on a mission to steal the cloaking device.

I believe that the unnamed Romulan Commander (Joanne Linville) who tried to seduce Spock into defecting in was the first female Romulan seen on Star Trek. She was apparently asked to come out of retirement to reprise her role as the Romulan commander for the Next Generation episode ‘Face of the Enemy’ but she was unavailable.
